360WiSE funds and operates the external program. The municipality receives 10% of qualifying active business enrollments, and the program may continue scaling beyond 500 businesses.

The first 500 qualifying businesses form the Enterprise Founding Municipal Business Cohort™ at the $200 monthly government rate. The protected cohort supports the municipality under the executed agreement.

Enterprise Founding Municipal Business Cohort™
Five hundred protected community-business positions.
The Enterprise cohort is intentionally limited to 500 eligible, independently owned and locally operated businesses. The cap protects municipal value, program quality, and the founding nature of the initiative.
Protected municipal cohort
The first 500 qualifying businesses participate under the municipality's approved Enterprise economic structure.
Waiting-list recovery
When a participant withdraws, closes, becomes ineligible, or does not renew, an eligible waiting-list business may fill the position.
Overflow pathway
Businesses beyond the 500-position cohort may continue through standard 360WiSE® Business Authority Infrastructure™ at the regular $360 monthly rate.

The municipal program is built for community businesses—not large enterprise institutions.
Local Economic Participation™ is intentionally focused on independently owned and locally operated businesses. Larger institutions follow separate 360WiSE® Enterprise Infrastructure pathways.

Program Governance

Final pricing, duties, allocation, reporting, eligibility, cohort rules, collection procedures, and implementation conditions must be documented through the applicable municipal approval process.

Participating businesses receive identifiable infrastructure services rather than making an undefined contribution.
