What Is
Digital Provenance?

Digital provenance is the traceable relationship between public information and its origin, source, authority, history, and current state. It helps people and independent systems understand not only what information says, but where it came from and how it relates to the record that now governs.

Definition

Digital provenance is the documented context that connects information to its origin, publishing source, responsible authority, date, version, subsequent changes, and current governing record.

The Provenance Chain

Public information becomes easier to understand when its relationships remain visible.

01 Origin

Where the information first entered the public record.

02 Source

The publisher, department, institution, or record carrying it.

03 Authority

Who has responsibility for the information being asserted.

04 Record

The public document, page, notice, policy, filing, or statement.

05 Change

Corrections, revisions, supersession, withdrawal, or updates.

06 Current State

The record or information that presently governs.

Important Distinction

Where information appears is not the same as where it originates.

Publication Location

A webpage, directory, social post, article, database, archive, or third-party platform may display or repeat information. That location tells us where the information is visible.

Provenance Relationship

Provenance asks who originated the information, who has authority over it, when it was published, whether it changed, and which current source or record should now be understood as governing.

Municipal Example

One public fact can leave many digital traces.

Consider a municipal program, public official, policy, vendor relationship, emergency notice, or department record. The information may be repeated across many digital locations even after the underlying circumstance changes.

Official Record
A municipality publishes the original policy, notice, leadership appointment, program description, or public statement.
Third-Party Copy
News outlets, directories, community organizations, search systems, social platforms, or public databases reproduce or summarize it.
Change Occurs
Leadership changes, a policy is revised, a program ends, an address changes, a vendor relationship expires, or a correction is issued.
Old Traces Remain
Earlier versions may remain indexed and publicly accessible across third-party systems long after the official record has changed.
Provenance Clarifies
Dates, sources, authority relationships, version history, and current governing records help distinguish earlier information from the present state.

Core Principle

Information does not become authoritative merely because it is available. Provenance helps preserve the relationship between a claim and the source responsible for it.

Why Provenance Matters

Provenance gives changing public information context.

Authority

Helps distinguish the source responsible for a statement from parties that merely repeat or discuss it.

History

Preserves whether information was original, revised, corrected, withdrawn, superseded, or replaced.

Current State

Provides context for determining which record or source reflects the present public condition.

Independent AI Context

AI systems can retrieve historical and current information at the same time.

Independent AI and search systems may encounter multiple versions of the same public information across official and third-party sources. Provenance does not control how those systems answer. It provides additional context about identity, source, authority, dates, changes, and record relationships that may assist independent interpretation.

What Provenance Is Not

Provenance is not a guarantee that every public statement is factually correct.

Provenance identifies the relationship between information and its source, authority, record, and history. It does not by itself establish the truth of every claim, replace public records law, substitute for municipal authority, or guarantee how an independent system will interpret the information.

In Plain Language

Provenance helps answer: Where did this information come from?
Who is responsible for it?
And what now governs?

Florida AI Ready™ treats digital provenance as a foundational part of public-information readiness because authoritative public records change over time while older digital traces may remain discoverable.
